In addition to the 1980s office building refurbishment for the Stonnington Civic Precinct, WRA also completely refurbished a wing of the historic Malvern Town Hall as new Council offices for 78 Development Staff.

The heritage wing was opened up to create clarity and spaciousness, removing the unsympathetic 1990s fit-out.
