After completing the Community Infrastructure Study for Springvale in 2012, WRA undertook the master plan of the Springvale Civic site with Tract Urban Designers. The project involved master planning to rejuvenate this important civic precinct in Springvale.

The site includes the Springvale Library, the City Hall, Historical Society, and other community groups. Analysis of the existing community facilities was undertaken at the commencement of the project to test any potential for adaptive reuse.

The team identified the opportunity to create more effective and inviting public spaces as a feature of the civic precinct. The disjointed open space and car parking arrangements required overhaul with the requirement from the community for no loss of green space or car parking. This requirement was balanced with community services needs and strong urban design outcomes, which were key to the success of the master plan.
